Olga Mulherin

Director, Community Development
Olga is a community development expert with more than 30 years of experience in housing and community programs.

Olga is a community development and social programs expert with more than 30 years of professional experience. She has managed large-scale projects for international and domestic clients and oversees multiple complex work streams, including allocating resources, assigning staff, and ensuring quality assurance and accountability for training and technical assistance.

Olga is the deputy director of our U.S. Department of Housing and Urban Development (HUD) technical assistance team. She serves on leadership teams responsible for developing products and training curricula and delivers training and technical assistance to HUD grantees on federal block grants and initiatives, including the HOME Investment Partnerships Program, Recovery Housing Program, homelessness assistance programs, and the Indian Housing Block Grant Program. Olga also has experience managing the development, organization, and delivery of online training, materials, and conferences.

Earlier in her career, Olga guided field office managers and foreign national staff for Russia and the Newly Independent States (NIS). She delivered technical assistance and helped run the U.S. Agency for International Development field offices for housing privatization and local government finance programs.

Olga holds a bachelor’s degree in urban planning from the University of Maryland and is a native Spanish speaker.
